I can’t find the report I’m looking for. Where is it?
Most previously available reports are on the new public site. They are available via the Report Index at: CCWIP Report Index
As of Quarter 4, 2019, some reports that were available on the old site are not available on this public site. They will be added in the coming quarters.
When you visit a report, a link to the Report Index is available at the top left, and links to related reports are available in the same navigation bar. On the Report Index and in the navigation bar related reports are grouped as follows:
- CWS Outcomes: County-specific quarterly outcome workbooks for Child Welfare and Probation agencies to support system improvement efforts on California AB636 indicators
- CFSR3: Child safety and permanency measures mandated by the Federal Children’s Bureau in the third round of the Child and Family Services Review
- Fundamentals: Basic indicators describing child maltreatment and the child welfare system
- CWS Rates: Comparisons of child welfare phenomena to child population data; Used to understand child maltreatment, entries, and foster care placement among the entire child population and to examine disproportionality and disparity
- Process Measures: Indicators pertaining to child welfare agency processes
- Foster Care Placements: Measures examining specific questions about children placed in out-of-home care
The CCWIP team continues working on adding features and functionality to the new public site, while maintaining the confidentiality of individuals served by CDSS and the counties. These enhancements will be listed on our announcements page as they are implemented.
If you are a state or county child welfare employee with access to individual-level child data, the
CCWIP has created a portal for you to access a private non-masked site containing all of the reports available on the previous site, without de-identification: Secure Report Portal
This protected site is accessible using login information that you would use to access the Child Welfare Digital Services (CWDS) website. If you do not yet have an account, you may register at the following website: https://cwds.ca.gov/ccwipsignup. And, in case you forgot your password, please use this link: https://cwds.ca.gov/password_resets/new.

Data De-identification Guidelines (DDG) adopted by CDSS require that any cell with a value between 1 and 10 be masked on all public-facing resources in order to protect the confidentiality of individuals served by CDSS and the counties. Further, in stratified views of the data, additional values (the lowest available) are masked to prevent calculation of values between 1 and 10. For more information on the DDG adopted by CDSS, please see the following: CDSS Data De-Identification Guidelines.
While our priority for the new website was to maintain as much functionality as possible while adhering to the DDG, some features may be lost temporarily as we determine how to incorporate them into the site and protect confidentiality. To this end, we have focused on providing trend data over time, with as many breakouts as possible considering the DDG.
However, the CCWIP team continues working on adding features and functionality to the new public site. These enhancements will be listed on our announcements page as they are implemented.
